(Lions District 301-A2 covers from south of Metro Manila down to the southern Luzon including Bicol
Region as well as the island provinces of Masbate, Marinduque, Romblon, Mindoro and Palawan)

District Commodore, Philippine Coast Guard Auxiliary, 5th PCGA District

From the Year 1990 to Year 1993, was an active member of the Philippine Coast Guard
Auxiliary and conducted numerous civic activities for the benefit of the shoreline communities
in several areas of Southern Luzon. Played a major role in the organization of squadron units
in several coastal towns of the whole Southern Luzon. Conducted community awareness
with regards to marine pollution, preservation of marine natural resources and Safety of Life
At Sea. Promoted the use of artificial corals.

By early 1993, was promoted from squadron commander of 501st PCGA Squadron to district
commodore for the whole 5th PCGA District. By October 5-10, 1992 hosted the PCGA
National Annual Convention in Batangas City. Owing to the demand of work that requires
frequent travel abroad, resigned from the position by the end of 1993.

Lions Club Member, Batangas Lions Club

By October of 1976, was invited to join the Batangas Lions Club. After several months of
orientation and initiation, was finally inducted as a lion member on February 14, 1977. From
thereon has been active in the many community activities of the lions club. By 1979 was
elected as Tail Twister, it was in this period that the club was able to generate a record high
in one single tail twisting event during a ladies night.

The following administration (1980), was elected as member of the board of Batangas Lions
Club and held the position until 1988. By the Year 1990, was elected as third vice president of
the club thereafter escalated one rank higher each year.

By the Year 1994-95, took the position of the club president. Drafted the revised constitution
and bylaws of the club. Organized the Batangas Lions Club Livelihood Foundation.
Undertook the first cataract operation project. Solicited to acquire an operating microscope
and other equipment for cataract operation and donated to a government hospital.

Cabinet Member, District 301-A2, Lions Clubs International

By the Year 1995-96, was appointed as cabinet secretary of District 301-A2. Introduced
computerization to the District office. Started compiling the old records into an archive files.
Conducted inventory of district properties.

By the Year 1996-97, was appointed as Region VI Chairman for Batangas Area.

By the Year 1997-98, was elected as Vice District Governor of District 301-A2.

District Governor, District 301-A2, Lions Clubs International

By the Year 1998-99, was elected as District Governor of District 301-A2. As district governor,
contrary to practice, I levied NO district assessment nor advertising requisite whatsoever to
cabinet members and lions clubs for the district souvenir program, yet was printed in full
color; resumed the sub-district convention; held the first district induction outside Metro
Manila; initiated the first district C&BL, although approved a year and a half later; District
Business Center sprouted from my perception; Started the tutelage and seminar department;
Motivated the clubs to have or update their own C&BL; 1st computer system in the district
was due to my persistence; Initiated the Lions Mutual Assistance Fund, Inc. (LIMA ); Put the
cabinet operation into its' right perspective which is still being followed at present; Initiated
the idea about the Governors Advisory Board; Valued trust as the only DG in office who did not
put his signature on the face of the district account check but once. Discovered that the lions
thought need a minimum of 2 solar orbits for a good new idea to gestate.

Past District Governor, Member - Governors Advisory Board

After one year service as district governor and having laid out a master plan for development
of the district and clubs, I remained active as a lion member concentrating much effort on
how the whole district can be developed. The District Constitution and Bylaws was drafted
and all other past district governors were invited to review the draft until a final one was
arrived at. The final draft was presented to the cabinet for endorsement after which was
presented to the delegates during a sub-district convention who finally adopted the same.
Consequently the Governors Advisory Board, comprising of the active past district governors,
was organized and this led to the formation of the District Business Center, the creation of
District Property Custodian and Tutelage & Seminar Department.

As everyone gets use to the various development, the idea of the District Policy Manual was
initiated, drafted and let adopted by the cabinet.

In 2005-2006, the Mission 30 Program was launched by Lions Clubs International to
address the dwindling membership. All the more than 750 districts worldwide was tasked to
study and come up with a solution to the membership problem that was decreasing at a very
alarming rate. In District 301-A2 I was appointed to do the task  as chairperson of the Mission
30 Program. After thorough evaluation came out with a solution which upon initial
implementation resulted to over 12% increase in membership. By year end I was the only
one in the area awarded with an International President's Medal for a successful
membership program.
