REVISED SALVAGE PLAN
The initial impression of someone who may see the damages sustained by the Nava
Ratna-3 would conclude that the wreck could never be pulled out in one piece from the
coral rocks of the marine sanctuary where she was resting. For one reason, practically
all the steel plates in way of the port side of the hull from tank number 2 down to the
stern including the top deck and bottom plates as well as its' subsequent bulkheads
were gone thus affecting the port center tanks. Also, the hull showed signs of breaking
in two areas, 1) in way of tank number 4, and 2) tank number 8, where all the
longitudinal bulkheads are missing. From the mere look at it, the only thing holding her
from completely collapsing was her starboard hull and few remaining longitudinal and
few transverse bulkheads.
The weather has not been uncooperative with her prevailing south-westerlies and
strong breaking waves that board the deck at times. The hull which lies exactly
perpendicular to the directions of the waves absorbs the tens of tons of pressure
being slapped by the breaking seas.
Two marine salvage companies tried to save her however. The first one had the best
opportunity because during the night, in the midst of rough seas, she freed by herself
from the first grounding site but since no one was attending she drifted aimlessly
southward until she hit the coral rocks of the marine sanctuary where she pounded
continuously, swung parallel to the coral range and rested. The second salvor had a
fair chance too but left the site after few weeks.
After thorough studies the salvage team of the third salvor (Harbor Star Shipping
Services Inc) decided to proceed with following basic procedures:
a)
Unload the balance cargo on board but replace the weight discharged with equivalent weight in ballast sea water;
b)
Reinforce the affected structural damage and prevent the hull from breaking into three.
c)
Replace the lost buoyant effort with external tanks:
d)
Repair as many under deck tanks as possible to obtain ballast control;
e)
Maneuver external buoyancy tanks, controllable tanks to attain even keel and trim.
f)
Using a salvage tug, swing the bow out to sea;
g)
Maneuver ballast to trim by the bow; tug pull maximize;
h)
Shift to inner harbor anchorage.
i)
At anhorage conduct temporary repair for towage;
j)
Tow Nava Ratna-3 to designated drydock.
